are you executing theright game? [u may are just choosing the normal game], also press esc then press the enable menu
You need to go beat Killdare, to fight Killdare you have to go to the main menu, Find a "???" button, then click on that, you will be in a bossfight and you have to beat it, Don't worry killdare is an easy bossfight, took me like 2 - 3 attempts.

1.7.1 sucks because you need to beat the killdare bossfight. I'd rather get debug mode for free!
